A PhilHealth employee revealed the fake receipt given to OFWs for their Philhealth contributions.
Ken Sarmiento, a Philhealth employee said that the syndicate involved pocketed more than P17.4-M worth of OFW premiums.
He also said that he knows who is behind the trend of the modus operandi.
Various corruption scandals within PhilHealth have continued to be revealed since Congress investigated the officials allegedly involved.
At the most recent hearing held by the House Committee on Public Accounts and Good Government and Public Accountability, this time an ex-employee revealed about the alleged issuance of fake receipts to some OFWs who paid contributions.
In a statement, former Philhealth senior auditing specialist Ken Sarmiento shared that he had discovered that up to P17.4-M worth of contributions of OFWs were given fake receipts.
Sarmiento, who was then assigned to the POEA OFP Operations Office of PhilHealth, first discovered the questionable receipt issued to an OFW who did not remit them a premium of P2,400.
The receipt was issued by a manpower agency in September 2015. After investigating it, they discovered that there were 168 fake receipts from the said manpower agency and the premium was not given to PhilHealth, according to Sarmiento,
In 2018, they discovered 228 confirmed cases of the same mode and 868 suspected cases.
Based on their analysis, up to 7,257 OFWs paid their premiums but it was not remitted to PhilHealth.
This is said to be equivalent to P17,416,800 worth of money pocketed by the syndicate involved in the modus operandi.
According to Sarmiento, for every P2,400 paid by OFWs, P900 goes to the person making the fake receipt. At the same time, the liaison officer pockets P1,500.
Moreover, he said he knew those involved and the trend of the said racket.
Furthermore, he also said that he tried to report the modus to the Regional Director of PhilHealth.
However, he was demoted and transferred to another office.
