- Starting July 10 backriding on motorcycles is allowed.
- It can only be for couples or live-in partners.
- ID must be presented as proof that the motorcyclist is married or live-in partners with the backrider.
This was confirmed by Department of Interior and Local Government Secretary Eduardo Año, the vice chairman of the Inter-Agency Task Force on Emerging Infectious Disease, on Thursday, July 9.
“Starting tomorrow, July 10, 2020, we will allow the backriding of the couple and the prototype model submitted by Gov. Arthur Yap (of Bohol), that has been approved by the NTF (National Task Force) and this is the prototype we will use,”the secretary said.
“There is a barrier between rider and passenger then there is a handle on the side of the barrier and at the same time the rider and passenger need to wear a mask and helmet,” he added.
According to Sec. Año, ID at the checkpoints will look for the rider on the motorcycle to confirm that they are married. He said the couple has the same last name and the live-in partner must have the same ID address.
“The couple should be living in the same household, whether they are married, or common-law husband and wife, or boyfriend and girlfriend. The ID must have the same surname and in the case of common-law partners, they need the same address on the ID. There are so many ways to prove that indeed they are a couple,” said Sec. Año.
DILG Undersecretary and spokesman Jonathan Malaya reminded the police that they should be the first to follow this new government policy.
“When the public sees the law enforcers backriding and yet utilizing motorcycles without protective barriers, we lose our credibility. So, we wish to remind all men and women of the PNP (Philippine National Police) who are couples to be the first in installing these barriers in their motorcycles as a good example to the public,”said Usec. Malaya.
He said, law enforcers now should be more than good examples.
